People v. Andrea Leah Richard. 14PDJ076. September 23, 2014. The Presiding Disciplinary Judge approved the parties’ conditional admission of misconduct and suspended Andrea Leah Richard (Attorney Registration Number 30467) for three years. The suspension takes effect October 28, 2014. Richard may be reinstated to the practice of law only if she proves by clear and convincing evidence her rehabilitation, compliance with disciplinary orders, and fitness to practice.

On August 1, 2014, the Supreme Court of Wyoming suspended Richard from the practice of law for three years, concluding that in seven different court proceedings spanning 2006 through 2012, Richard violated numerous provisions of the Wyoming Rules of Professional Conduct. She was found to have submitted documents for improper purposes, advanced frivolous claims, unnecessarily delayed litigation, made false statements to a tribunal, obstructed another party’s access to evidence, disobeyed court orders, engaged in conduct intended to disrupt a tribunal, made misrepresentations, and prejudiced the administration of justice.

Richard’s misconduct constitutes grounds for reciprocal discipline pursuant to C.R.C.P. 251.5 and 251.21, which calls for imposition of the same discipline as that imposed in Wyoming.
